INTERNET POLICY
COMPUTER USE POLICY AND GUIDELINES
The Hampstead Public Library provides access to a broad range of information sources, including those available on the Internet. We make this service available as part of our mission to provide equal access to all information sources to all the citizens in the town to enrich their lives for education, enlightenment, and entertainment. The Hampstead Public Library and its Board of Trustees subscribe to the ALA Access to Electronic Information, Services and Networks: An interpretation of the Library Bill of Rights, which states that libraries should use technology to enhance, not deny, access to information.

Parents are responsible for their children's Internet sessions at the library. Filtering software is installed on the Children's computers, as well as on two of the 2nd floor computers, however, it must be understood by parents and young people that no filtering is foolproof. When a filter is enabled, some sites and/or subjects that researchers may want to access will be unavailable, even is the information itself is appropriate to the researcher. As the same time, some sites that may be unacceptable to an individual, will be accessible because a filter will not recognize them as problems.

GUIDELINES: Signing up for Internet use signifies agreement to follow these guidelines.
All users will be required to sign in prior to computer use.
Youth under 18 years of age will be required to have a parent or guardian's permission to access the Internet from the unfiltered computers. Filtered computers are available for patrons in fifth grade and above without an adult present. Patrons in fourth grade and younger must be supervised by a responsible person, in accordance with the library's Supervision of Patrons with Special Needs policy. Parents are encouraged to work closely with their children in selecting material that is consistent with personal and family values and boundaries.
All patrons of the Hampstead Public Library may sign up for Internet computer use. The library's computers are available on a first-come first-served basis. Sessions will be limited to one (1) hour whenever other patrons are waiting. The library reserves the right to limit the number of people using a computer at a given time depending on traffic and noise level.
Users may download material to a personal storage device (floppy disk, CD, USB drive). Printing is available for $0.10 per page.
Users agree to obey all applicable federal, state and local laws governing copyright, licensing and content restrictions. The library reserves the right to terminate or restrict the user's computer privileges for abuse of these conditions.
Any damage to a computer or its peripheral devices is the responsibility of the user. Deliberate abuse of equipment or the service will result in the user being denied further access to the service.
Users are expected to respect the rights and sensibilities of all library users and staff. Some Internet sites are inappropriate for viewing in a public setting. Graphically explicit sexual images or images which may reasonably be construed by library staff as offensive to the public may not be viewed or printed. Library staff reserves the right to end Internet sessions when sexually explicit or otherwise offensive materials are displayed.

Each public access computer has access to both a black and white printer and a color printer. There is a charge for each page (letter or legal size) printed:

Black and white copy machines are available on both the first floor and the second floor. It is the patron's responsibility to ensure that any printouts and copies adhere to the Copyright Law of the United States (Title 17, USC). There is a charge for each copy (letter or legal size) that is made:

Wireless Internet Access Policy
The Hampstead Public Library will provide Internet access points ("hot spots") for users with laptops or other portable wireless devices. The access points will allow users access to the Internet from their portable wireless devices while located within range of the access point.

Access to an electrical outlet is available only in study rooms and the meeting rooms. Outlets are not available in shelving areas.
The library cannot guarantee a secure connection to the Internet in a wireless environment. Patrons are advised to use the latest anti-virus, spyware, and other standard protection software to prevent unauthorized access to their wireless devices. Wireless users are advised not to transmit credit card information, passwords or other sensitive personal information while using any wireless "hot spot" in the library. Patrons are also advised that there is no content filter on wireless access.
The library will not be responsible for any information that is compromised, hacked or stolen, or for any damage caused to users hardware or software due to security issues, viruses, hacking, or library systems.
The library does not provide e-mail services via the wireless connection.
Printing access is available via the wireless connection.
The Hampstead Public Library Internet Use Policy governs the use of the Internet over our wireless access points in all areas within range of the connection, both inside and outside the building, on Library premises.
Setup for Wireless Internet Access
Welcome to the Hampstead Public Library's High Speed Wireless Internet System. Access is free. Getting online is quick and simple. All you need is a wireless enabled laptop computer. The Library's network is open to all visitors free of charge and without filters. No special encryption settings, user names or passwords are required.
Hardware Requirements
A laptop computer with a WiFi Internet card that supports the WiFi standard (also known as IEEE 802.11b or g).
Quick Setup Settings:
SSID (network name) = HPL-Public1 or HPL-Public2
Test your connection. If connection fails, you may need to adjust the following settings:
WEP = disable WEP encryption
Mode or Network Type = Infrastructure mode or Access Point
DHCP = Obtain an IP address automatically
DNS = Obtain DNS server address automatically
WEP = disable WEP encryption
